A former mobile home property owner in Soddy-Daisy says she’s left in a financial hole after being forced to sell.

Newly appointed Commissioner Steve Everett tells NewsChannel 9 that this may have stemmed from the former city manager misusing her power.

Janice Cagle was fired from her position as Soddy-Daisy city manager Thursday night.

On Thursday, Commissioner Everett revealed an audio recording of a conversation showing Cagle, former Soddy-Daisy Police Chief Jeff Gann, and then Captain Marty Bowman talking about pushing the price of a mobile home park down for “the best interest of the city.”

Everett says this was not only unfair - but also unethical and potentially illegal.

The mobile home neighborhood at 469 Clift Road is valued at more than $500,000, according to Hamilton County’s website, but it was sold for around $200,000 less back in April.

Former property owner Janice Gann says she was left no choice by the city.

“If I don’t die, I don’t know how I’m going to make it – there’s no retirement now,” she said.

Gann tells NewsChannel 9 that she was backed in a corner and put in a position where she had to sell the property for a price well below the value. She puts the blame on Cagle.

Everett says he’s been hearing about this for weeks.

“[Janice Gann] came to me distraught because its a place her and her husband built for retirement,” Everett said.

At the Thursday City Commission meeting, Everett played the audio recording from a staff meeting in May 2019.

He suggests the city agreed to enforce code violations on the property to bring down value.

“There might be some criminal things coming out of this,” Everett said.

Meanwhile, Cagle tells NewsChannel 9 that her words were taken out of context, and that this wasn’t meant to be a secret.

Cagle says around 10 staff members were present in that meeting.

Meanwhile, Gann believes there was more to it.

“There was personal motivation,” Gann said. “She had no right to do that to me.”

Everett also mentioned a time in 2019 when he says nine police officers showed up to the mobile home park to enforce code violations.

Everett confirms there will be exterior investigations done on this case.

So far, the Tennessee Bureau of Investigation tells us they have not received an investigation request from the city at this time.

At the time of the 2019 recording, Jeff Gann was the city's police chief. He resigned in February of this year following an internal affairs report over an accusation that he met with a fellow officer's wife at a hotel while he was on the clock. Marty Bowman then became interim police chief.
