Hybla Valley is a census-designated place (CDP) in Fairfax County, Virginia, United States, south of Alexandria. The population was 15,801 at the 2010 census,[3] down from 16,721 in 2000 due to a reduction in area, resulting from some of the eastward neighborhoods including much of Hollin Hills being moved to the Fort Hunt CDP.[1]

More than 120 people from the Hybla Valley/Gum Springs area, including the many garden apartments, condos, mobile homes and small businesses along this stretch of Richmond Highway attended the conversation. The Mason family's Hollin Hall plantation, just south of Alexandria, had become the property of several owners, including Edward Curtis Gibbs and the Wilson family. Thomson Dairy had been founded on the land in the late 19th century, and lasted until Merle Thorpe purchased it in the early 20th century.[citation needed] The various dairy farms, such as Sherwood Farm, Hybla Valley Farm, and Popkins Farm were converted into suburban neighborhoods, while plans for the construction of the George Washington Air Junction and the Hybla Valley Airport began. The civilian airport was proposed to be the largest in the world, yet the land, which had once been dairy farm, was abandoned and is currently Huntley Meadows Park. During World War II, the famous Hollin Hills subdivision, to the east of U.S. Route 1 towards the Potomac River, was completed by designers Charles Goodman and Robert Davenport. Also during the war, the princess of Norway sought refuge from the conflict in Europe and wished to purchase the property of Hollin Hall; President Roosevelt personally inspected the land for her, yet his assistant, Thorpe, became its new owner in the end. The land surrounding it became a turkey farm, and was eventually bought by the Mount Vernon Unitarian Church. In 1978, the Mount Vernon Unitarian Church donated land within Hollin Hills to create the wealthy Mason Hill subdivision. Although still starkly different from the affluent section of the CDP, the west side of Hybla Valley has developed over the years, including the up-scale and modern Mount Vernon Plaza in 2002.

In 1833, Gum Springs was founded by West Ford, a freed slave, skilled carpenter, and manager on George Washington's plantation, Mount Vernon. Ford was able to develop this 214-acre farming community in Fairfax County from the sale of land he inherited from Hanna Washington, the sister-in-law of George Washington. By 1866, Ford was the second richest free black farmer in Fairfax County, Virginia. Gum Springs Farm became the nucleus of an African-American community throughout the 1800s. Gum Springs was established along what is now Route 1 (Richmond Highway) and in 1991 a historical marker was erected from the Department of Historic Resource (Marker Number E-04).[4] Since the early 2000s, the Hybla Valley area has experienced a significant growth of the Hispanic populations. As of the 2010 census, the Hispanic population exceeds the African American Population in Hybla Valley.

Geography[edit]

Hybla Valley is located in southeastern Fairfax County at 38°44′49″N77°04′37″W / 38.746864°N 77.076964°W (38.746864, −77.076964).[5] According to the United States Census Bureau, the CDP has a total area of 2.0 square miles (5.3 km2), all of it land.[3] It is bordered by Fort Hunt to the east, Mount Vernon and Woodlawn to the southwest, and Groveton to the west and north. Huntley Meadows Park is to the west within the Groveton CDP, and Little Hunting Creek separates Hybla Valley from Mount Vernon and Woodlawn.

It is characterized by rolling hills, parks, forest, and streams. Paul Springs Valley Stream Park winds past the eastern edge of the community.

As of the census[1] of 2010, there were 15,801 people, 5,587 households, and 4,693 families residing in the CDP. The population density was 7,685 people per square mile. There were 6,157 housing units at an average density of 2,018/sq mi. The racial makeup of the CDP was 52.60% White, 29.20% African American, 0.0% Native American, 7.20% Asian, 0.00% Pacific Islander, 9.07% from other races, and 3.60% from two or more races. Hispanic or Latino of any race were 34.10% of the population.

There were 5,587 households, out of which 33.3% had children under the age of 18 living with them, 44.8% were married couples living together, 16.6% had a female householder with no husband present, and 33.8% were non-families. 27.4% of all households were made up of individuals, and 7.1% had someone living alone who was 65 years of age or older. The average household size was 2.61 and the average family size was 3.18.

In the CDP, the population was spread out, with 7.1% under the age of 5, 31.7% under the age of 18, 46.4% with ages between 5 years of age and 64 years of age, and 8.8% who were 65 years of age or older. Female persons total 49.30% of the population.

As of 2010, census estimates have claimed that the median income for a household in the CDP was $59,063 [7] and the per capita income was $28,008.[8]

According to U.S. News, Hybla Valley has a high cost of living and an elevated price of homes in regards to the rest of the nation. Relative to the rest of the United States, crime in Hybla Valley is categorized as low, and the median income is categorized as average.

Education[edit]

Fairfax County Public Schools operates public schools.

Fairfax County Public Library operates the Sherwood Regional Library in the CDP.[9][10]

Procedures and policies regarding student attendance

FCPS Regulation 2234 states that “regular attendance is necessary for maximum school achievement. In addition, punctuality and dependability in meeting assigned responsibilities are personal behavior habits valued in our society. To help students develop desirable behavior patterns, as well as maximize their classroom learning, Fairfax County Public Schools requires that students be punctual and regular in school class attendance. When attendance problems develop, the school system’s resources are made available to aid in solutions to these problems.” It is the responsibility of a parent or guardian to excuse absences within three days.

  • Be specific about the reason why your child will not be attending school today
  • Please indicate whether your child has any of the following symptoms:
    • Feeling feverish or chills
    • Fever greater than or equal to 100.4 F
    • Headache (not due to another health condition, hunger, menstrual cramps stress, or injury)
    • A new cough (not due to another health condition)
    • Shortness of breath or breathing difficulties (not due to diagnosed respiratory condition or if different than normal pattern of chronic condition)
    • A new sore throat (not due to another health condition)
    • Congestion or runny nose (not related to allergies or health condition)
    • Fatigue (more tired than normal or sudden onset)
    • New muscle pain (not due to another health condition or that may have been caused by a specific activity such as physical exercise))
    • New loss of taste, smell, or appetite
    • Abdominal pain (not due to hunger, constipation, injury, or stress)
    • Nausea, vomiting or diarrhea

FCPS staff will be responsible for contacting those parents/guardians who have not provided information as to why their student is absent. FCPS staff will also provide the school health team with information regarding any student that has remained home due to the above COVID like illness symptoms.

Acceptable Excuses

  • Illness, Doctor/Dentist Appointment, Religious Holiday, Death in the Family, Suspension, College Visit

Unacceptable Excuses

  • Family trips and vacations will not be excused. Other unacceptable excuses include: Babysitting, Car trouble, Power outage, Someone in your parking space, Traffic, Brother or sister is late, Missing the bus, Oversleeping, Truancy, Class cutting.

Excusing Absences

  • A parent/guardian must submit written notes or phone the Attendance Office to excuse absences no later than three days after the absence. Call 703-914-7333 between 8:00 a.m. and 3:00 p.m.; or you can leave a message. Please identify the student’s complete name and grade level, your name, work and home phone numbers on all notes and phone messages. All notes/phone calls received after three days will be referred to the Dean of Students.

Excusing Check-ins

  • Written notes are required at the time of check-in. If not, students will be signed in as unexcused and have three days to bring in a note from a parent or guardian. Students checking in more than 20 minutes late, whether excused or unexcused, must report to the Main Office first, before going anywhere, even if they arrive during lunch or in between periods. Students who fail to check in will not have their absence excused.

Excusing Check-outs

  • Written notes are required to be brought to the Main Office before school starts. A pass will be given to the student stating the time the student is to be released from class to go to the Main Office. At the Main Office, the student will be issued a checkout pass which is kept by the student. Parents picking up students for a checkout must sign them out in the Main Office. If the student returns to school that same day, he or she must report to the Main Office and check back in before returning to class. Students who fail to check out will not have their absence excused. The school is legally responsible for students during the school day and we need to know when and with whom students are leaving. Students are not to contact their parents via cell phone/text messaging during school hours. Students needing to contact their parent/guardian are to use the phone in the clinic or the Main Office. When a parent or guardian arrives at the Main Office to check out their student, they must provide photo identification.

Out of Town Parents

  • Whenever a parent or guardian is out of town or otherwise unavailable for the school to contact (due to travel, etc.), the parent/guardian must inform the Main Office in advance of the name, address, phone numbers (home & work) of the adult in charge of the child during the parent’s absence, who is authorized to excuse absences occurring during this period of time.

Prearranged Absences

  • Pre-arranged absences can include religious holidays, out of town visits, etc. Whenever a student knows in advance that he/she will need to miss a day of school, the student must request a pre-arranged absence form. This should be done at least three school days in advance by submitting a note to the Main Office from the parent/guardian stating the reason for the absence and the exact dates of the absence.

Excessive Absences

  • FCPS Regulation 2234 states that “the principal or his or her designee may require a physician’s note in cases of chronic or long-term illness.” Five (5) consecutive and/or twelve (12) cumulative absences are considered “excessive.” A doctor’s note/official documentation is required to excuse any future absences. Any future absences without proper documentation will become unexcused. This includes check-outs from the clinic.

Leaving School Grounds

  • All Fairfax County Schools have a closed campus policy, which means that every student must remain on the school grounds during the school day- including lunch - unless proper checkout procedures are followed. Failure to do so will result in unexcused absences and disciplinary action.

Truancy

  • Truancy is against state law. Per FCPS Regulation 2234, the school is required to submit an attendance referral to the Fairfax County truancy officer whenever a student accrues five unexcused absences. Truancy can result in legal action for both the student and the parent.

Tardies

  • Students are considered late to class if they arrive within the first 20 minutes of class; thereafter, they are to be marked absent.
